ACRL Board actions, June 1992

The ACRL Board of Directors spent a major portion of its meeting time grappling with the effect of the recession on ACRL’s program- based budgets. Declining advertising revenues, increasing costs, and interest in new programs and services have placed ACRL in a situation that mirrors many of the academic libraries it serves.

To ensure that ACRL remains financially healthy, the ACRL Board of Directors looked for ways to generate new revenues in future years and for ways to trim FYI 993 budgetary requests and yet provide for the continuation of ACRL programs. To balance the budget the Board and staff took the following steps: reduced staff positions from 12FTE to 8.5 FTE in the last year; with the advice of the membership reduced program funding for chapters, committees, and sections; cut the budgets of its publications—C&RL News, College & Research Libraries, monographs, Chapter Topics, Rare Books and Manuscripts Librarianship, and section newsletters; and cut back on the Board’s meeting and travel costs. Other highlights of their meetings follow:

Presented William A. Moffettwith a resolu- tion commending him for his dedication and commitment to the library profession. This was most recently exhibited in his courageous act of opening to scholars the Huntington Library’s collection of photographs of the Dead Sea Scrolls.

Accepted the final report from the White House Conference Task Force(chaired by Patricia A. Wand) which assigned continuing oversight of the WHCLIS implementation to the ACRL Government Relations Committee. The Board also accepted reports from the Professional Development Task Force (chaired by Meridith Butler) and the Organi- zational Members Task Force (chaired by Maxine Reneker) and referred them respectively to the Professional Education Committee and the Membership Committee. The Professional Development Task Force report affirmed the importance of professional development and encouraged ACRL to continue providing op- portunities for academic librarians. The report of the Organizational Members Task Force rec- ommended that additional benefits and recog- nition of organizations members be developed in conjunction with ALA membership services.

Approved the es- tablishment of two new awards—the Bibliographic Instruction Sec- tion’s “Innovation in Bibliographic In- struction Award” and the Education and Behavioral Sci- ences Section’s “Distinguished Edu- cation and Behavioral Sciences Librarian Award.” The BIS award will recognize librarians who have developed and implemented innovative approaches to BI. The EBSS award will honor a distinguished li- brarian who has made an outstanding contri- bution as an education or behavioral sciences librarian through accomplishments and service to the profession. Both of these awards will be forwarded to the ALA Awards Committee for final approval.

Appointed two editors upon the recommen- dation of the Publications Committee.Stephen Wiberley, University of Illinois at Chi- cago, was appointed beginning in 1993 to a five-year term as the editor of ACRL’s mono- graphic series Publications in Librarianship. Sidney E. Berger, University of California, Riv- erside, was appointed to a three-year term be- ginning in 1993 as the editor of ACRL’s bian- nual scholarly journal Rare Books and Manuscripts Librarianship.

Endorsed resolutions from the Science and Technology Section and the Government Relations Committeeagainst copyright and use royalties for the ERIC Databases.

Agreed to hold a priority-setting sessionon Friday afternoon during the 1993 Midwin- ter Meeting in Denver.

Endorsed a resolution to limit the politi- cization of ACRL’s election process.The resolution reads: Whereas, ACRL believes that no ACRL candidate should have an advantage over other candidates because of his or her greater access to fis- cal or human re- sources, ACRL elec- tion results should reflect individual and informed choices based only on a candidate’s integrity, experience, contribu- tions, and leadership qualities. Therefore, ACRL candidates are asked to observe the following: Candi- dates are encour- aged to participate in the Midwinter Candidates’ forum and to provide text according to standard guidelines for official election publications giving the candidate’s vita and position on issues; candidates and their supporters are discouraged from distributing print or nonprint materials announcing or supporting their candidacy; candidates and their supporters are discouraged from engaging in any organized effort to promote or enhance the candidacy of an individual.

Approved a resolution in honor of Evan I. Farberfor his 41 years of service to academic librarianship and 34 years of service to ACRL on the occasion of his 70th birthday and to bestow upon Farber a new middle name, Evan Instruction Farber, in recognition of his countless contributions to bibliographic instruction over the years.

Donated 50 subscriptions of College and Research Libraries to African university librariesthrough the American Association for the Advancement of Science’s (AAAS) Sub-Saharan Africa Journal Distribution Program. Under this program over 3,500 subscriptions reach African institutions that do not have easy access to current literature.

Approved the Model Statement for the Screening and Appointment of Academic Librarians Using a Search Committeeprepared by ACRL’s Academic Status Committee and replacing the statement that appeared in the September 1977 issue of C&RL News.
