This month’s cover features the cover of an early-20th century pamphlet They Are Advancing. The pamphlet advocated for the proposed Child Labor Amendment. The constitutional amendment, which Congress passed in 1924, was never ratified by the required states. Other laws (principally, the Fair Labor Standards Act of 1938) later accomplished much that was intended by the Child Labor Amendment.

The pamphlet comes from the Adèle Goodman Clark papers, 1849-1978, held by the James Branch Cabell Library at Virginia Commonwealth University, and is part of The Social Welfare History Image Portal.
