WHITE HOUSE CONFERENCE

On September 26 President Carter transmitted to the Congress the Report of the White House Conference on Library and Information Services, along with his recommandations for action in response to the resolutions of the conference.

Some of the President’s commitments were to:

1) request increased funding in 1982 for resource sharing among libraries;

2) submit new legislation to replace the Library Services and Construction Act which will expire in 1982;

3) affirm the key role of Federal depository libraries where citizens may obtain free access to government publications;

4) select three to five Federal Information Centers and locate them in libraries (if successful, this program will be expanded);

5) direct the Department of Education to take the lead in coordinating Federal efforts to eliminate functional illiteracy, which affects 20% of all Americans;

6) send to the Senate a protocol to the Florence Agreement of 1952 further liberalizing the international exchange of materials and information;

7) direct the Commerce Department to work with the library community to make satellites and other technologies available where it is cost-effective for networking and other purposes; and

8) encourage the library and information science communities to propose technology assessment studies for consideration by Federal agencies.

Also recommended in the WHCLIS report was the establishment of a committee of independent experts to develop an agenda for library research in the 1980s. The first meeting of this group, officially known as the Ad Hoc Committee on Implementation of the White House Conference on Library and Information Services Resolutions, took place in Minneapolis on September 15-17.

Informally known as the “Committee of 118” (because it consists of two delegates from each of the states and territories, the District of Columbia, federal libraries, and Native Americans), the committee concluded that they should remain an independent and ongoing body with a separate identity in order to be effective in harnessing local citizen support for promotion of the White House Conference resolutions.

The Final Report of the White House Conference on Library and Information Services is available for $14 from the Government Printing Office (Order No. 052-003-00764-9, Superintendant of Documents. Washington, DC 20402). Subtitled “Information for the 1980s,” the report contains 808 pages of proceedings, resolutions, hearing transcripts, speeches, overview, and various lists and appendices. ■■

TELEFACSIMILE PROJECT

The Smithsonian Institution Libraries have announced that they can now send and receive telefacsimile transmission of certain materials. With funds from a bequest to the institution from Atherton Seidell, the libraries are renting the equipment for one year in order to determine the usefulness of telefacsimile to their operations. Terminals are located in the Central Reference unit in the Natural History building and in the National Zoological Park Branch Library.

The experiment will consider the value of telefacsimile to the library’s internal operations; its value for interlibrary lending and borrowing; and which brands of terminals are most suited for their facility.

The Smithsonian Libraries are interested in hearing from other libraries who wish to cooperate in studying the interlibrary loan aspects of telefacsimile.
