Bylaws of the Community and Junior College Libraries Section of ACRL
Approved by the membership of the ACRL Community and Junior College Libraries Section, on July 9, 1974.
Article I. Name
The name of this organization shall be the Community and Junior College Libraries Section.
Article II. Relationship to the Association of College and Research Libraries
This body is a section of the Association of College and Research Libraries. The Constitution and Bylaws of that Division and of the American Library Association, of which these Bylaws are an extension, apply and, to the extent that they are applicable, take precedence over these Bylaws.
Article III. Object
The object of this Section is to contribute to library service and librarianship through those activities which relate to libraries supporting education in community and junior colleges and equivalent institutions.
Article IV. Membership
Membership in this Section will consist of any personal, life, or institutional member of the American Library Association that elects membership in the Association of College and Besearch Libraries and the Community and Junior College Libraries Section.
Article V. Officers
Sec. 1. The officers of this Section, who will be elected annually, shall be a chairman, a vicechairman/chairman-elect, and a secretary.
Sec. 2. The vice-chairman will serve successively as vice-chairman, chairman, and past chairman.
Article VI. Duties of Officers
Sec. 1. The duties of officers shall be such as are implied by their respective titles and such as are specified in the Bylaws.
Sec. 2. The chairman shall (a) preside at all meetings of the Section and of the Executive Committee, (b) act as chief administrative officer of the Section, (c) appoint all committees unless other provision has been made in the Bylaws, (d) serve ex-officio on all Section committees, (e) participate in the governance of ACRL as provided in the ACRL Constitution and Bylaws, (f) serve ex-officio on ACRL and other committees as required.
Sec. 3. The vice-chairman shall (a) preside in the absence of the chairman, (b) prepare a budget effective during his year as chairman, (c) make appointments effective for his year as chairman, (d) serve on the ACRL conference planning committee for the conference when he becomes chairman, (e) participate in the governance of ACRL as provided in the ACRL Constitution and Bylaws.
Sec. 4. The secretary shall (a) keep a record of the proceedings of the annual meetings of the Section, (b) keep minutes of the Executive Committee meetings, (c) serve as a member of the Section Executive Committee.
Sec. 5. The immediate past chairman continues for the following year as a member of the Executive Committee.
Article VII. Executive Committee
Sec. 1. The Executive Committee shall consist of the chairman, vice-chairman, secretary, the immediate past chairman, and the chairmen of standing committees. The Executive Secretary of ACRL is a member of this Committee ex-officio without vote.
Sec. 2. The Executive Committee has responsibility for the business of the Section during the period between meetings, its actions being subject to review by the members at a following Section meeting.
Article VIII. Other Committees
Sec. 1. Standing committees will be established by membership action at an annual meeting. The motion to establish shall include the name and functions of the committee.
Sec. 2. Special committees, as required, will be appointed by the chairman.
Sec. 3. Members of standing committees will be appointed for two-year terms and may be appointed for an additional term. Approximately one-half the committee members should be appointed each year.
Sec. 4. Standing committees may be discontinued by membership vote at an annual meeting. Special committees expire at the end of the term of the chairman who appointed them unless extended by the new chairman.
Sec. 5. Committees may carry out their business by meeting at the annual conference, by telephone, or by correspondence.
Article IX. Nominations
Sec. 1. A Nominating Committee of not less than three members will be appointed by the vice-chairman/chairman-elect, approved by the chairman, to nominate candidates for Section office.
Sec. 2. The Committee will present the names of at least two candidates for each office to be filled. All candidates must be members of this Section and give written consent.
Sec. 3. Additional nominations, supported by signatures of live Section members accompanied by the candidate’s written consent, may be made by filing such nomination with the Committee within six weeks after publication of the list of nominees selected by the Committee.
Sec. 4. Election will be by mail ballot conducted as part of the ALA election process.
Sec. 5. In case of a vacancy in the office of chairman, the vice-chairman will succeed and serve until the expiration of the year for which he was elected chairman. A vacancy in the office of vice-chairman/chairman-elect will be filled by a special mail vote from nominations made by the Nominating Committee. A vacancy in the office of Secretary will be filled by the Executive Committee.
Article X. Meetings
Sec. 1. The annual meeting of the Section will be held at the time and place of the annual conference of the American Library Association.
Sec. 2. Special meetings may be called by the chairman of the Section.
Article XI. Quorum
Sec. 1. Fifty members at an annual or special meeting constitute a quorum.
Sec. 2. Section business may also be transacted by a mail ballot.
Article XII. Amendments
Sec. 1. These Bylaws may be amended by a mail vote approved by two-thirds of the members voting, or by a two-thirds vote of the members present and voting at an annual meeting. A Bylaw may be suspended at an annual meeting by a two-thirds vote of the members present and voting.
Sec. 2. These Bylaws shall supersede previous Bylaws and will be effective immediately upon passage.
