• Academic Libraries on the Periphery: How
Telecommunications Information Policy Is Determined in Universities, by Kenneth E. Flower (43 pages, April 1986), has been published as OMS Occasional Paper #11. This monograph looks at developments in 26 universities in the Spring of 1985 to identify patterns or models of telecommunications information (TI) planning and decision-making. Flower found that the libraries surveyed were not a sphere of authority in the formation of TI policy, and that most of them were in an academic affairs sphere of authority, least favored by administrations as a center for TI policy formation. • African Studies, edited by Use Sternberg and
Patricia M. Larby (344 pages, 1986), has been published as British Library Occasional Paper #6. This volume contains papers read at a colloquium held in January 1985 and jointly sponsored by the British Library and the School of Oriental and African Studies, University of London. The papers describe the current state of African studies in Great Britain and Africa, the resources available to researchers, the currency of guides and indexes to those resources, the problems of publishing and distributing books in Africa, and possible areas of cooperation between international libraries for the provision of Africana. •The Directory of Public Vocational Technical
Schools and Institutes in the USA, edited by Marliss Johnson (350 pages, 3d edition, 1986-87), provides information on individual course offerings in addition to directors’ names, telephone numbers, addresses, duration of courses, and descriptions of individual state programs for vocational education. • Energy Efficiency in Buildings: Progress and
Promise, by Eric Hirst, et al. (328 pages, May 1986), documents the dramatic impact of energy conservation since 1973 on both residential and commercial buildings. The book identifies ways to save additional energy by taking full advantage of current technology and presents important research and program topics for future study. • Microcomputer Software Policies in ARL Li-
braries, SPEC Kit #123 (114 pages, April 1986), presents the results of a survey to determine which research libraries are acquiring and circulating microcomputer software and what policy guidelines regulate this library function. Nearly all the responding libraries indicated they were acquiring microcomputer software for staff and administrative use, while 38 % said they were circulating software to their users. The kit contains seven examples of acquisition and collection development policies, five examples of use and circulation policies, and two institution-wide committee reports. •Preparation of Archival Copies of Theses and
Dissertations, by Jane Boyd and Don Etherington (24 pages, April 1986), is a guide for students, faculty members, and librarians on the proper preparation and care of theses and dissertations. New information is presented on paper quality, duplicating, binding, and the use of oversized materials. Special attention is devoted to new techniques such as form and reduction printouts, music and sound recordings, and computer-generated data. The recommendations presented here were developed by the ALA Resources and Technical Services Division’s Physical Quality of Library Materials Committee. •The Public Report of the Vice President's Task Force on Combatting Terrorism (36 pages, 1986) presents a review and evaluation of U.S. policies and programs by a 14-member presidential task force chaired by Vice President George Bush. The report describes the role of Congress in combatting terrorism, the viewpoint of the American people, and the effect of the media on terrorist activities. The task force’s recommendations are aimed at improving international cooperation, enhancing our intelligence capabilities, eliminating loopholes, and ensuring coordination throughout the Executive Branch in responding to terrorist incidents. •The 20th Annual Report of the National Endowment for the Humanities is currently available. The report contains brief descriptions of NEH programs as well as a complete listing of all grants, entered by the division and program in which they were funded, for fiscal year 1985. • Unionization and Academic Excellence, edited by Joel M. Douglas (204 pages, 1986), contains the proceedings of the 13th Annual Conference of the National Center for the Study of Collective Bargaining in Higher Education and the Professions. Topics included are employment discrimination issues, collective bargaining in community colleges, retirement issues, and the recent strike at Yale University. •The University of Waterloo Library Emergency Procedures Manual and Disaster Plan, developed by Lorraine Beattie (35 pages, April 1986), has been issued as #2 of the library’s Technical Paper series. This manual focuses on water-related disasters, preventative measures, procedures to follow in responding to an emergency, resources available to the library during a disaster, and handling water-damaged materials. Waterloo’s Technical Paper #1, University of Waterloo Library Safety Manual, covers such emergency situations as bomb threats, elevator failure, fire, flooding or water leaks, fumes, injuries, personal harassment or deviant behavior, power failure, sit-ins, and robberies. • Webb Society Deep-Sky Observer’s Handbook,
Volume 1: Double Stars, edited by Kenneth Glyn Jones (165 pages, 2d edition, June 1986), contains expanded coverage of micrometers for double star measurement, a completely new chapter on the determination of the colors of double stars, and more than 200 sets of stars not included before. Five additional volumes in the series, covering nebulae, clusters, and galaxies, will be published in 1986-87.
